For the water supply and to avail watershed facilities in state Public Health Engineering Department was established in year 1927. In Year 1946 its name was changed to Autonomous Government Engineering Department. In June 1975, this department changed into Uttar Pradesh Jal Nigam under Uttar Pradesh Jal Supply and Sewerage System ACT 1975 (ACT no.- 43, 1975).

Under above mentioned ACT Jal Sansthan was established for each of 5 Kawal Nagar, Bundelkhand, Garhwal and Kumayun region. At present Jhansi and Chitrkoot Jal Sansthan are working for Bundelkhand region. Garhwal and Kumayun Jal Sansthan are attached with Uttarakhand State. At present Jal Sansthan established for five big cities are merged with related Municipal Corporation Lucknow, Kanpur, Varanasi, Allahabad and Agra and overall maintenance of drinking water/watershed works is done by these bodies. Construction work of water supply/watershed/pollution control of rivers works are carried out by Jal Nigam in urban and rural areas of state.

After completion of works of urban areas it is handed over to local bodies/Jal Sansthan for maintenance. Maintenance of Rural Pipe Drinking Water Policies is carried out by Jal Sansthan in Bundelkhand region and in other areas of state it is carried out by Jal Nigam. Gram Panchayats are maintaining installed hand pumps since year 2002 which are installed by Jal Nigam in all rural areas of state.
